I haven’t heard about this in Orange County but the Journal Sentinel in Milwaukee reports on lenders or loan servicers initiating foreclosure but never taking title to properties because they are worthless. Rodney Lass found out he still owned his house when the newspaper told him — he had been hit with a foreclosure judgment more than a year ago. But the Journal says he’s still responsible for property taxes, property maintenance, and, of course, the mortgage. As for the house, it has holes
